I assume you’re in England since you say you are among the “real English”. Even then, are you Celtic, Anglo, Saxon, Dane, Norman? A lot of invasions of your island made the Real English.
If you are American, and you are speaking of real Americans, you had better mix in Navajo, Apache, Ute, Miwok, as well as Italian, English, French, Spanish, Danish, Russian and just about every other ethnicity as well.
To directly answer your question, no. The tax rate on citizens should not be higher.
